In plain words
In this very first refrain, to develop faith in God, he kept this mūḍhamati alone before him, and then went on laying the steps for moving forward. When we want to climb some big building, we set a ladder against it. But unless there are both a footing below and a resting point above, we cannot climb this ladder. So, taking the mūḍhamati as the footing and the muktamati as the resting point, he went on setting in between, as steps, the rungs of the principle of life. Between the muktamati and the mūḍhamati he completed twenty-nine verses as twenty-nine steps. But taking the meaning of this one verse alone leaves some room for doubt. As we go on step by step through the second verse, the third verse, this will become wholly clear to us beyond all doubt; and all thirty-one verses of Bhaja Govindam will rid the mind of its impurity and make it a heart that is the home of sacred human nature.
