In plain words

Whoever contemplates the Āryā in the mind, sees the lotus feet before him and begins the hymn of praise, surely receives the light of Kāmākṣī's glance together with its friend, the moonlight of her soft smile, and climbs to the rooftop terrace of the mansion of liberation, which is made of waves of bliss.

Word for word

The Āryā indeed contemplating in the mind who, the lotus feet in front seeing, begins praise, he surely having obtained the glance-lustre of Kāmākṣī accompanied by the soft-smile-ray-wave-moonlight-friend, climbs the apavarga-mansion-terrace, bliss-wave-made.
