In plain words

But if the true level of the power of cit has the nature of swallowing all difference, it must be so even at the level of māyā, as the sun, even when covered by clouds, still lights up things. Anticipating this, he says: The fire of citi, even when hidden at the level of descent, burns the fuel of the knowable in part. Citi herself is fire, since it is her nature to devour the universe. This same one, at the level of descent, that is, in being the knower in māyā, even when hidden, that is, even with her nature covered by her own freedom, like a fire covered with much ash, burns in part, that is, in a portion, the fuel of the knowable, blue, yellow and the like; that is, she makes it her own. The intent of the words "in part" is this: though she swallows, she does not devour wholly, but raises it up in a portion, in the form of an impression. And that all knowers devour is established by one's own experience alone. As the venerable Utpaladeva has said in his hymns: "All living beings, even Brahmā, Indra and Viṣṇu, live by devouring. So, O God, I praise the universe as made of You."
