In plain words

As in the stability of the mind, so in the body, the instruments and outer things. And having attained this enlivening by the first of the three states only in the condition of a firm hold on being turned within, let him not be content; rather: "The enlivening by the first of the three states" carries over. As he should enliven by the fourth the stability of the mind, which is turned within, so too, when he is turned outward, which is the appearing of the body, the instruments and outer things, he should enliven it by that, step by step, in degrees, through the strength of a firm hold on inner reflective awareness. As the Vijñānabhairava says: "Let one remember the whole world, or one's own body, as filled with one's own bliss; all at once, by one's own nectar alone, one becomes made of supreme bliss." For in this way the power of freedom, whose nature is bliss, having become plain in every state, makes whatever creation it wishes.
