In plain words

So what becomes of them? —

For those whose whole devotion is fixed on worshipping Me alone, I myself, the Lord, am the one who lifts them out. Out of what? Śaṅkara asks and answers: out of the ocean of death-bound saṃsāra. Saṃsāra tied to death is called exactly that, 'the saṃsāra of death', and it is called an ocean because, like the sea, it is nearly impossible to cross on your own. That is why I become their deliverer from that ocean, and not after some long wait. So how quickly, then? Swiftly, Arjuna, for those whose minds are fixed on Me, concentrated on Me in this universal form. That is exactly what it means to have your mind fixed on Me.

What [happens] to them? —

Of them, of those solely intent on worship of me, I, the Lord, am the deliverer. From what? He states — from the ocean of the saṃsāra of death: saṃsāra joined with death is 'the saṃsāra of death'; that itself, like an ocean, [is called] 'ocean', because of being hard to cross; therefore, from that ocean of the saṃsāra of death, I become their deliverer — not after a long time. Then what [of the timing]? — quickly indeed, O son of Pṛthā — for those whose mind is fixed on me: whose mind is fixed, concentrated, on me, the universal form — they are 'those whose mind is fixed on me'; of them.
