In plain words

Think of someone the world is never on edge around — no one grows uneasy near him, falls into distress because of him, is tormented by him, or gets thrown off balance by him. And it runs the other way too: the world's noise doesn't unsettle him either. He is free of elation, of resentment, of fear, of anxious agitation — all four. Elation is that swelling of the heart when something we love comes to us, the kind that shows itself in goosebumps and happy tears. Resentment is simply not being able to bear something. Fear is dread. Agitation is that inner state of being shaken. Whoever has let go of all four of these — he is dear to me.

Close to the Sanskrit

He from whom, the renunciate, the world does not become agitated, does not fall into distress, is not tormented, is not disturbed; and likewise who does not become agitated from the world — freed from elation, intolerance, fear, and agitation, [that is:] elation and intolerance and fear and agitation — freed from these, elation, intolerance, fear, and agitation. Elation is the swelling of the inner faculty on the gaining of what is dear, marked by such signs as horripilation and shedding of tears; intolerance is the inability to bear; fear is dread; agitation is the state of being agitated — freed from these, whoever [is so], he is dear to me.
