In plain words
One who neither rejoices nor hates, neither grieves nor desires, who has relinquished both auspicious and inauspicious actions and is endowed with Bhakti—that person is dear to Me.

And there is this as well —
He doesn't light up when he gets what he wanted, and he doesn't recoil when he gets what he didn't. He doesn't grieve when someone dear slips away, and he doesn't sit there wanting what he still lacks. Letting go of both good deeds and bad ones alike, that's simply his nature now — he has abandoned both. Whoever lives this way, and loves me besides, is dear to me.

And what more —
Who does not rejoice on gaining the desired, does not hate on gaining the undesired, does not grieve on separation from the beloved, and does not long for the unattained; whose habit is to abandon good and bad action alike — that is the abandoner of good and bad, endowed with devotion; whoever [is so], he is dear to me.

The Gītā also declares that if, instead, people act against God's command, or against the dharmas taught in the śāstra, which is the Lord's own decree, then even though they have deep Prema and faith in God, they are not devotees. That is the meaning of Kṛṣṇa's words, “He who is full of Bhakti is dear to Me.” He declares further that, whatever karmas the devotee performs, he must not regard them as “my karma”; they must be the karma of Īśvara. People, that is, regard some karmas as their own and others as God's. To regard them so is not the mark of a devotee. If all karmas are regarded as karmas offered to God, they do not fall into abhimāna and mamakāra. The sādhana that roots out mamakāra and abhimāna is Bhakti. Everything must be regarded as filled with God.

In plain words
Just as water and fire cannot go together, so hatred and Bhakti cannot go together. He also declared: ‘Those who look upon all things with an equal eye, free of sorrow and delight, attachment and hatred, good and bad, those alone are dear to Me.’ If the vṛtti of hatred is present in the antaḥkaraṇa in any form at all, such a one cannot be a devotee. “Vāsudevas sarvam idam”: there must be the feeling that everything is “Vāsudeva”. He declared too that, thinking, living and feeling one's own Ātma to be everywhere and in everything, whoever hates anything becomes one who has hated his own self.
