In plain words
And here is what they are like --
'Desire' here means one particular craving -- clinging to it, gripping it tightly. 'Impossible to satisfy' means exactly that: it can never be filled. 'Full of hypocrisy, pride, and arrogance' -- these three qualities together, possessed of that: that's what it means to be full of them. 'Out of delusion' means out of a failure to discern rightly. 'Having seized' means having adopted as their own. 'False convictions' means beliefs that are simply wrong. And carrying all this, they go about in the world -- 'of impure vows,' meaning: whatever observances they keep are themselves impure. That is what it is to live by impure vows.

And they [are as follows] --
'Kama' -- a particular desire -- having relied upon, i.e. having firmly taken hold of; 'hard to fill,' i.e. whose filling is impossible; 'endowed with hypocrisy, pride and arrogance' -- hypocrisy, and pride, and arrogance [are] hypocrisy-pride-arrogance; endowed by those -- 'endowed with hypocrisy, pride, and arrogance'; 'from delusion,' i.e. from lack of discrimination; 'having taken up,' i.e. having adopted; 'false notions,' i.e. wrong convictions -- they proceed in the world, 'of impure vows' -- impure [are their] vows, whose [vows are impure] -- they [are] 'of impure vows.'
