In plain words
Those people -- standing against everything good, hating the virtuous, hating even Me -- cruel as they are -- I throw, again and again without end, into the wheel of birth and death, down the many roads that lead through hell. The lowest of men, and it is because of the fault of their own unrighteousness that I hurl them, over and over, into evil wombs, wombs fit for doers of evil, into demonic births specifically, mostly cruel by nature -- births as a tiger, a lion, and creatures like that. All of this connects to that one word: 'I cast.'
Close to the Sanskrit
Those [people] -- opposed to the good path, haters of the virtuous, and hating Me -- cruel ones -- into transmigratory existences, precisely into the many paths of wandering through hells -- the lowest of men -- because of possessing the fault of unrighteousness -- I cast, I hurl down, unceasingly, continuously, into evil, into [wombs of] doers of evil deeds, precisely into demonic [wombs], mostly characterized by cruel deeds, wombs such as tiger, lion, and so on -- the connection is with the word 'I cast.'
