In plain words

'Passionate' means: one for whom passion exists. He is also 'one who desires the fruit of action', 'one seeking the fruit of action' — that's the sense. 'Greedy' means: craving has taken root in him for others' wealth, or, say at a pilgrimage site, he simply won't part with his own. 'Violent by nature' means his very nature is to cause others pain. 'Impure' means lacking both outer and inner cleanliness. 'Accompanied by elation and grief' means: he feels elated when he gets what he wants, and grieves either when he gets what he doesn't want or loses what he does want — joined, in other words, to both these emotions. And it is specifically from the success or failure of his own action that elation and grief arise for him. Any agent joined to these two is the one proclaimed rajasic.

Close to the Sanskrit

'Passionate' — 'passion exists for him', thus, is 'passionate'; 'one desiring the fruit of action', 'one seeking the fruit of action', this is the meaning; 'greedy' — one in whom thirst has arisen for others' possessions, or, at a pilgrimage site and the like, one who does not give up his own possessions; 'having a violent nature' — whose nature is to cause pain to others; 'impure' — devoid of outer and inner purity; 'accompanied by elation and grief' — upon the attainment of what is desired, elation; upon the attainment of what is undesired and upon separation from what is desired, grief — accompanied, joined, by those two, by elation and grief; and, of that very action, by success and failure, elation and grief would arise for him; joined by those two, whoever is the agent, he is proclaimed rajasic.
