In plain words
What is a country? People think that the country is the body. The country and the body stand to each other as an object and its reflection. Who is a human being? A human being is the mind! What is the mind? A gathering of resolves! The joys and sorrows we experience in our daily life are the effect of resolves. Only when we keep a sacred feeling in what we do does humanness find its fulfilment.
When the village headman is the village's servant, he can give service free of self-interest; is one who craves office pure of heart?
He is not. So the village headman must become the village's servant. All these village headmen are like a bridge between the people and the government. Only when this bridge is sound do the village officers build a close bond of kinship between the people and the government. People think a village means the hamlets. No, no. ‘The village is the country; the country is the village.’ Without the village there is no country. Officers means: adhika + ari = adhikāri. What does ari mean? The one who lives with hatred for no one is the ‘adhikāri’. The one who looks on all alike is the adhikāri. Only when we recognise the meaning of such a sacred word and act by it does humanness find its fulfilment.
Though forms and names differ, all human beings have arisen from the ocean of Saccidānanda!
In the vast ocean countless waves rise up. But no one wave is like another. They all look different. Just because the waves look different from one another, the waves are not separate, and the ocean is not separate. All these waves have risen from the ocean! The taste and the form of the ocean are all in these waves. In the same way, though human beings appear with different forms and names, we must recognise the Satya that all of them are beings who have arisen from the ocean of Saccidānanda.
