In plain words

Next: "by true saṅkalpas he becomes a sādhu". Saṅkalpas of helping others, saṅkalpas that want the welfare of others, saṅkalpas that hope for the well-being of others: through good saṅkalpas of this kind man is changed into a sādhu. A sādhu does not mean a sādhu in dress. It is humanity endowed with the qualities of a sādhu. This sādhu nature is there in every man. To protect those good qualities, we must make good saṅkalpas rise in us. Where does Śānti come to us from? Śānti does not come to us from the world outside. Śānti does not come from things outside. Śānti does not come from outer objects. Śānti does not come from learning. Śānti does not come from a job. Śānti is what rises from our own inner feeling. When do we attain Śānti? "He alone who is free of all saṅkalpas attains Śānti" means this: we attain Śānti only when we have no saṅkalpas at all, or take all our saṅkalpas to be prompted by God. So we must take all our saṅkalpas to be God's prompting. All saṅkalpas rise from the heart itself. The heart is the seat of God. Only when we believe the good saṅkalpa that all saṅkalpas are rising from the heart do we attain Śānti. We must not make good and bad spring from others. No one is the cause of good and bad. Your own saṅkalpas are the root cause of all good and bad. So we must develop good saṅkalpas and through them reduce all saṅkalpas to nothing. Yad bhāvaṃ tad bhavati. So every single thing of ours is reflection of the inner being.

Once Kṛṣṇa called Dharmarāja and said, "Dharmaja! Go and find out whether there is anyone wicked or evil in this kingdom, and come back." Then, after some time, he called Duryodhana and said, "Duryodhana! Go and find out whether there is anyone within our kingdom rich in good conduct and full of good qualities, and come back." Dharmaja on one side and Duryodhana on the other went about to carry it out. After a while Dharmaja came: "Kṛṣṇa! Nowhere in our kingdom can I see an evil man. All are pure. All have good qualities. All are rich in good conduct. No wicked person has met my eye," he said.
