In plain words
The poet, longing for Śrīraṅgam: In the great city of Tiruvaraṅgam lies the dark gem, the tender one, settled at rest upon the eminent white couch that shines with beauty: the serpent called Ananta, king of serpents, great in splendour, whose foreheads glitter with blazing gems that scatter the darkness, and whose thousand hoods are spread in full, each adorned with its paired markings [like two holy feet set together]; and the Poṉṉi [Kāvēri] of clear water strokes his feet with the hands of her waves. When will the day come, I wonder, when my two eyes see him, gaze on him without end, and rejoice?
