In plain words

In the royal street where the horse-drawn chariot of the Lord of the Little Hall passes, he who raged at the one-handed beast until it reeled, the throng of little girls slip from their parents' grasp and run, with their foster-mothers running round after them, and they stand there worshipping.

Line by line

As their parents catch hold of them, escaping, the foster-mothers running round, running, they stand worshipping; the one-handed beast to reel, he raged, the Little Hall Lord; his horse chariot passes in the royal street, the throng of little girls.
