In plain words

The poet, to the people of the world: Their names are Hara and Nārāyaṇa; their mounts, the bull and the bird [Garuḍa]; their authority, a treatise made by men and the Veda; the places where they dwell, the mountain and the waters; their work, destroying and protecting; in their hands, the trident and the discus; their forms, like fire and like the rain-cloud. And one of them is the body of the other.
