In plain words
Water meets the cloud and comes out as hail — hard, edged, countable. In just that way ātman meets māyā and comes out as this whole spread-out world. The hail is nothing but water; the world is nothing but the Self.
Close to the Sanskrit
As, from contact with a cloud, water would come to the condition of having hail-form — so exactly, from contact with māyā, the Self would come to the condition of having the form of the manifold world.
