। ॥ १९ ॥

In plain words

Goddess, the water they bathe you in — thick with sandal paste and musk, saffron and loose petals floating in it — the Creator gathers that up, and with it the dust your walking feet leave behind, and out of it, with his own hands, he makes the lotus-eyed women of the city of the gods.

Close to the Sanskrit

O Blessed Goddess, having gathered up the water of your anointing-bath — mingled with copious liquid sandal paste and musk, strewn with saffron and flowers — and the dust of your moving feet, the Creator with his own hands accomplishes the creation of the lotus-eyed women of the city of the gods.
