In plain words

Let this censure of Anātma's so-called glory rise up rightly, again and again, in someone's heart — and that person, and only that person, becomes a vessel fit for the direct realization of Ātma. Everyone else stays caught in the confusion and bewilderment the Māyika world throws up, and for them direct realization of their own Ātma never arises, not anywhere on this earth.

Close to the Sanskrit

He in whose heart this censure of the glory of Anātma rightly and constantly arises — he alone is a fit vessel for direct realization of Ātma. But others, deluded by the confusion and bewilderment of the Māyika world — for them, direct realization of their own Ātma does not arise anywhere on earth.
