In plain words
The text establishes its independent authority because it reveals what was previously unknown. If it merely reiterated what is already directly perceived, it would suffer from the flaw of dependence and redundancy. Salutation to that ineffable one who defies all pointing as 'thus.' She who establishes divine lordship: she reveals the oneness with that supreme state. As pure unbroken consciousness that dispels the veiling and projecting powers of ignorance, she shatters the illusion of separation from the Divine, fulfilling the scriptural truth that one rests in one's true nature. Alternatively, lordship is the dispensing of the fruits of karma according to the destiny of living beings. Salutation to her who grants this divine lordship. She who embodies the primal Brahmas: she is the very form of the five divine aspects beginning with Ishana. Or rather, she shines as the inner light of supreme bliss within even the highest presiding deities like Vishnu, Brahma, and Indra, impelling their intellects from within. Salutation to her who is composed of these foundational cosmic principles. She who grants the eightfold perfections beginning with lordship...

Validity is accepted by non-dependence due to being that which makes unknown things known. This very truth, 'it is precisely thus,' when making known a directly proven meaning, would incur invalidity in the form of dependency by being a mere restatement—such is the intent. Om, salutation to her who cannot be designated as 'thus'. She who establishes divine lordship: her state is the lordship; she brings about its unity, being of the nature of unbroken consciousness which removes ignorance equipped with veiling and projecting powers, she dispels the illusion of non-attainment of the identity of lordship produced merely by dualistic intellect, on the authority of the scriptural passage, 'He attains fulfillment in his own true nature.' Or, lordship means the possession of excellence in diverse regions, learning, wealth, etc., bestowing the fruit of action in accordance with the merit and destiny of various groups of beings. Salutation to her who establishes divine lordship. She who consists of Ishana and other Brahmas: the five Brahmas named Ishana, Tatpurusha, Aghora, Vamadeva, and Sadyojata, are her form—she is thus. Or, Ishana and others are the beginning, meaning those competent authorities like Vishnu, Brahma, and Indra; even among them, who are distinguished by respective names and forms and possess ego-consciousness, she shines forth as the indwelling spirit in the form of the light of supreme Brahman-bliss, which is existence-consciousness-bliss and the impeller of the intellect. Om, salutation to her who consists of Ishana and other Brahmas. She who bestows the eightfold siddhis beginning with lordship: lordship is the first among which powers. Those are such. 'A-
