In plain words

And all those dwellers in the worlds—human beings and others—are universally known to rest upon consciousness. This imperishable Brahman, which supports everything, is itself the prana, speech, mind, and all the sense organs. It is the inner consciousness within them, for the entire psycho-physical aggregate of breath and senses depends on consciousness, according to another scriptural text: 'The breath of the breath.' That immutable reality, which is the inner consciousness within all breaths, is true and unfailing, and therefore immortal. It is the target to be pierced with the mind; one must focus mental concentration entirely upon it. Therefore, O gentle one, realize this Imperishable and fix your mind firmly in it.

Close to the Sanskrit

And those worldly people, residents of the worlds, human beings and others—all are well known to have consciousness as their support. This imperishable Brahman, which is the support of all, is the prana, speech, mind, speech and mind, and all the organs. That is the inner consciousness, for the entire aggregate of life-breaths and senses has consciousness as its support, as another Vedic text states: 'The breath of the breath.' That imperishable which is the inner consciousness of the breaths and the rest is true, unfailing, and therefore immortal; it is to be pierced, to be struck with the mind. The meaning is that concentration of the mind must be done upon it. Therefore, O gentle one, know it and fix your mind in the imperishable.
