He is the maker and the material both — by himself, with nothing else needed. And so the Lord pours out this whole universe of things that move and things that stand still, holds it in being, and wipes it away again.

Himself being the efficient cause and the material cause as well, the Lord creates, sustains, and dissolves the universe, which consists of the moving and the unmoving.
