Only when joined with Śakti can Śiva create; without her, the divine cannot even stir. How, then, could anyone who has gathered no merit have the power to bow to you or praise you, when even Hari, Hara, Viriñci, and the other gods worship you?

If Śiva is united with Śakti, he becomes capable of creating; otherwise, the god is indeed unable even to stir. Therefore, how can one who has accumulated no merit bow to or praise you, who are to be worshipped even by Hari, Hara, Viriñci, and the other gods?
