In plain words
Conditioned by body and the rest, you appear as the Jīva, the individual being. Governing the Jīva, and conditioned by Śakti, the power of manifestation, is Īśvara. When both conditionings fall away, the self-luminous Reality alone remains.
Close to the Sanskrit
When the limiting adjunct of body and the rest is present, there is the Jīva, the individual self; its controller is Īśvara, owing to the limiting adjunct of Śakti, power. When both are sublated, the self-luminous Reality remains.
