In plain words

To the one whose mind has gone quiet, whose senses are under his own hand, whose faults have fallen away, who does exactly what he was told, who carries the virtues, who keeps following and never drifts off — to him give this, and go on giving it: to the one who wants mokṣa.

Close to the Sanskrit

To one whose mind is fully stilled, and to one whose senses are conquered, to one whose faults have fallen away, to one who does as he has been told, to one endowed with the virtues, to one who follows always — this is to be given, continually, to the seeker of liberation.
