In plain words

The mind's movements, and the mind itself, in waking life — for the one who sees them, they are exactly what dream-things are. And in deep sleep, where no second thing exists at all, that seer is consciousness alone, everywhere, without a second.

Close to the Sanskrit

The mind's activity, and the mind itself, in the waking state, are like a dream — for the seer. In deep sleep, because of the non-existence of duality, [he is] consciousness alone, all-pervading, non-dual.
