In plain words
If the substratum were wholly hidden, where could a superimposition appear? Yet if the substratum were fully known, superimposition could not arise. Understand therefore two aspects of the substratum: its general presence is evident everywhere, while its particular nature is veiled; the superimposed form belongs to that particular concealment.
