In plain words
But when the nature of the heart is undivided parāmarśa, the root of separate, divided parāmarśa, has doubt not ceased? Anticipating this, he teaches: Joined with the fourteenth, O gracious one, and accompanied by the end of the lords of the tithis, the third Brahman, O fair-hipped one, is the heart of the one whose self is Bhairava. ‘Joined’, ever mingled, ‘with the fourteenth’ vowel, which carries the fullness of anuttara and ānanda, which has the wealth of unmeṣa and ūnatva that is the body of the full power of action, and the pair of will and knowledge merged within through the door of the power of action: this, ‘the third Brahman’, whose self is the tattva Sadāśiva, distinct from the class of the perceived, the universe whose form is being; that, ‘accompanied by the end of the lords of the tithis’, that is, of the fifteen vowels, by the visarga that stands at their limit, accompanied rightly, without separation, resting in it, is ‘the heart’, the essence, ‘of the one whose self is Bhairava’, of the Blessed mass of sound whose body is the universe. For as, of a body made of all the tattvas, held together by the continuous array of skin and the rest in their divisions, the abode where prakāśa and vimarśa rest undivided from it is called by the word ‘heart’, so too, of the Blessed Lord Bhairava, this form of the universe, made of the tattvas, worlds and the rest in their divisions, whose essence is parāmarśa, is a body made of the fifty phonemes; and of that body, this is the heart, whose essence is its undivided parāmarśa. O Blessed One, O fair-hipped one! This heart, whose form is the vibrating of the trikoṇa, which is ceaseless contraction and expansion moving in the three powers of the abode made of supreme ānanda in which there is rest, is the very being of ‘the one whose self is Bhairava’, the venerable Goddess Parā, who is Bhairava's own self and undivided from him. Saṃvid, whose form is anuttara, to begin with, through the vibrating at the two extremes of the first vowel of the seed, whose true being is rest in their own nature, and by the force of that spanda alone, is, at the middle point, made of all the tattvas, in the form of emanation, as divided parāmarśa. That is why it will be said: “But having enclosed emanation”.
