In plain words
Just as other yogas, the mastery of prāṇa and nāḍīs and the like, because they depend on outward things, particular observances, requisites and the rest, are restricted by time, fixed hours and the like, as it is said: “The little seed of kula; within it, enjoyment; kaula, in ploughing and the rest.” so here there is no covering of any kind; he teaches: By this they have been accomplished, they will be accomplished, and the mantrins accomplish. The meaning is: this is the same in all three times.
