In plain words
‘But what do they accomplish by this?’ To this he says: Whatever there is in the Tantra of Bhairava, all of it is accomplished from this. By the might of samāveśa in the potency of the mantra, there is no restriction. Whatever is taught in other teachings as something to be accomplished, all of it is accomplished by this alone: so what reckoning is there here of what cannot be accomplished? That is the sense. ‘But by what procedure is this mantra to be taken up?’ Anticipating this, he gives the answer: in this teaching there is never any restriction. The mere gaining of it is what is to be accomplished; there is nothing here, the vidyāvrata or the like, of use as an aid. Only the state in which doubt and dread are wholly worn away is of use here, since doubt, whose essence is wavering and contrary conviction, becomes an obstacle to samāveśa, whose self is the vimarśa of it, of one savour: so it is made clear.
