In plain words
The mind itself is the nature of the knower in māyā. So he says: The knower in māyā is made of it. The level of body and prāṇa, to begin with, has the mind foremost. The level of the void, too, carries the impressions of the mind; otherwise one who emerges from it would not take up his own tasks again. So the knower in māyā is made of mind. With this same intent, in keeping with how things truly stand, the Śiva Sūtras first say "The Self is consciousness," and then, when they come to define the knower in māyā, say again "The self is the mind."
