In plain words

The free state is accomplished. So, just through gaining sattva, whose nature is pulsing radiance, for this yogin: Accomplished, achieved, is the free state: svātantrya, made of innate knowing and doing, which brings the whole universe under control. As the revered Śrīnātha says: "Let him take refuge in his own power of freedom: she is Kālī, the supreme kalā." And the Svacchanda too: "All the tattvas, the elements, and the mantras and letters that are taught: these indeed are ever under his control, through contemplation of Śiva, always."
