In plain words

Having thus praised the one who ordains, who is found by inquiry into the ordinance in the form of a command, he states that the position which takes the meaning of a sentence to be the injunction also holds only with the Lord: You are the injunction, the beginning and so too the end of the universe, O Supreme Lord; the host of natures that has come forth, if not from You, from where could it come? The ‘injunction’, in the form ‘he should sacrifice’, ‘he should not harm’ and the like, is the division into what is to be done and what is not; ‘the beginning’ is the one who enjoins in that injunction; ‘the end’ is the appearing of each fruit through the accomplishment of the thing enjoined: all of it is You alone, whose Self is free cit, and You shine in that way, in the form of injunction and the rest: that is the meaning. Otherwise, the ‘host of natures’ of the universe, that is, the movement of manifold own natures, that ‘has come forth’, if it were not ‘from You’, ‘from where could it come’? Without You it could not be at all, since nothing at all shines without the screen of prakāśa: that is the meaning. As those who know the end of the Śruti have said: “After Him alone, as He shines, all things shine; by His shining all this shines forth.” So it is said. And by the injunction itself the position of bhāvanā too has been answered.
