In plain words

The fruit of meditation.

They become supportive for him: both the higher and lower worlds remain steadfastly available as fields of experience—this is the import. Whoever, knowing this truth, meditates upon the complete sāman as fivefold across the worlds—such is the application throughout both the fivefold and sevenfold meditations.

Close to the Sanskrit

The fruit of meditation.

They become capable, indeed, for him—the worlds, both upward and inverted, remain established as objects of enjoyment, this is the meaning. He who, knowing this very thing, meditates upon the complete and proper sāman as fivefold in the worlds—thus is the application everywhere in the fivefold and sevenfold [sāman].
