In plain words

This supreme knowledge, now brought into the open —

Those whose mind has gone entirely into Brahman are called 'those whose mind is that.' Those for whom that supreme Brahman alone is the self are 'those whose self is that.' Those who, having given up every action, simply rest in Brahman alone — that resting itself being their whole devotion, their whole point — are 'those steadfast in that.' And those for whom Brahman alone is the final refuge, the ultimate destination, are 'those whose refuge is that' — people who delight in nothing but the Self. That's the meaning. Those whose ignorance of the self has been burned away by knowledge — people like this reach a place with no return, no further binding to a body. 'Their taint shaken off by knowledge': the flaw that causes sin and keeps the wheel of birth and death turning is shaken off, destroyed, by exactly the knowledge just described. Those for whom that has happened are the ones whose taint is shaken off by knowledge — true ascetics. That's the meaning.

Which supreme knowledge has been revealed —

Those whose intellect has gone into that Brahman are 'those whose intellect is that.' Those for whom that supreme Brahman alone is the self are 'those whose self is that.' Those for whom, having renounced all actions, abiding in that Brahman alone is [their] steadfastness — steadfastness [meaning] deep engagement, [the whole] intent — are 'those steadfast in that.' And those for whom that alone is the supreme resort, the supreme goal, are 'those whose supreme resort is that,' [i.e.] those who delight in the Self alone. That is the meaning. Those for whom, by knowledge, the ignorance of the self has been destroyed — such ones 'go to non-return,' [i.e.] no further connection with a body — 'those whose taint is shaken off by knowledge': by the knowledge described, the taint — the flaw that is the cause of sin and transmigration and the rest — is shaken off, destroyed; those for whom [this is so] are 'those whose taint is shaken off by knowledge,' [i.e.] ascetics. That is the meaning.
