In plain words

Now begins a verse whose whole purpose is to gather up and summarize everything that has already been said —

So there it is: the field, from the great elements all the way to firmness; knowledge, from humility all the way to seeing the purpose of the knowledge of reality; and the object of knowledge — everything from 'that which is to be known' (Bhagavad Gītā 13.12) through to 'it is called beyond darkness' (Bhagavad Gītā 13.17) — has now been laid out, concisely, in brief. And really, this much is nothing less than the whole meaning of the Veda and the whole meaning of the Gītā, gathered up and set down here. So who, then, is actually fit for this right vision? Here is the answer: 'My devotee' — someone whose whole being has been surrendered to Me, to the Lord, the all-knowing one, the supreme teacher, Vāsudeva. Whatever such a person sees, hears, or touches, their mind is completely held by one conviction: 'all of this, truly, is the Blessed Lord Vāsudeva himself.' That is what makes someone My devotee. And having realized this right vision, exactly as it has been described, that person becomes fit for My very state — the state of the Supreme Self. Fit for that, and that alone — they attain liberation.

This verse, whose purpose is to summarize the topic that has been described, is now begun —

Thus, in this way, the field — from the great elements up to firmness — and likewise knowledge — from humility up to the vision of the purpose of the knowledge of reality — and the object of knowledge — [the passage] beginning 'that which is to be known' (Bhagavad Gītā 13.12) and so on, ending with 'it is called beyond darkness' (Bhagavad Gītā 13.17) — has been stated concisely, in brief. This much, indeed, is the whole meaning of the Veda and the meaning of the Gītā, [now] stated, having been summarized. In this right vision, who is qualified? — thus it is asked — [and the answer]: 'My devotee' — one whose entire being is surrendered to Me, [that is,] to the Lord, the omniscient one, the supreme teacher, Vāsudeva; whoever sees, hears, or touches [anything, holding the conviction] 'all this indeed is the Blessed Lord Vāsudeva' — [one whose] intellect is possessed by this very conviction — is 'My devotee'. He, having realized this right vision as it has been described, becomes fit for My state — [that is,] My state, the state of the Supreme Self — for that very state of Mine [he becomes fit] — [in other words, he] attains liberation.
