In plain words
"Bewildered by many minds": pulled apart in every direction by the many trains of thought already described — that is what the word means. "Wrapped in the net of delusion": delusion is the failure to discriminate, it is ignorance; and that ignorance is itself the net, because covering over is the whole of what it is. Wrapped round by that. "Clinging to the enjoyments of desire": settled down right there and nowhere else, and with sin heaped up by that settling, they fall into hell, into the unclean — the Vaitaraṇī and the rest. (16)
Close to the Sanskrit
"Bewildered by many minds" — bewildered in manifold ways by many minds of the kinds already stated: such are the anekacittavibhrāntāḥ. "Enveloped by the net of delusion" — delusion is non-discrimination, ignorance; that very thing is like a net, because its nature is to cover; enveloped by that. "Clinging to the enjoyments of desire" — being settled down in those very enjoyments, and with sin heaped up by that, they fall into hell, the unclean, into the Vaitaraṇī and the rest. (16)
