In plain words
That is why the people honoured the prime minister so greatly, even more than Queen Victoria. He held the people very dear. In the governing of the people, whenever a time came that went against them, William Gladstone would admonish even Queen Victoria firmly, and set out clearly the way to foster the people's welfare, morality and integrity.
This morality is gained only through mastery of the senses. Whoever has the strength to govern himself becomes fit to govern others. How can a weakling who cannot govern even himself govern others? So, first of all, man must make a fitting effort to govern himself. He must lead a life that makes his word and his conduct one. Only when word and deed become one in this way can he experience mighty glories.
If a man walks as his word says, he is no mere man; he becomes noble. If a man does not walk as his word says, he is no man, only a beast.
In human society today there is no link between word and deed. A word joined with deed is Satya. Mind, word and deed joined together: that is Ṛta. So students must keep in mind the pride of the nation, the eminence of the nation and the welfare of the nation, and offer an exemplary life in their conduct. The students of today do not know what control of the senses means. Its name is saṃyama. This saṃyama belongs to man alone. By roaming at will after the senses, man is losing a great deal of his divinity. Achieving such control of the senses is called dama in Sanskrit. Only he who has achieved this dama is a dānta. Today the world needs dāntas, not vedāntins. All the vedānta of today goes on in words alone. Glibness is on the increase. Show is on the increase.
