If we want a new year to come, we need not wait until a year has passed. If we want a year, 12 months must pass. If we want a month, 30 days must pass. For a day, 24 hours must go by. For an hour, 60 minutes must go by. For us to have a minute, 60 seconds must go by. So we must regard every single second as new. Without seconds there are no minutes. Without minutes there would be no hours. Without hours there would be no days. Without days there would be no months. Without months there would be no year. So to wait until a year has passed is laziness. We must regard every second as new.
