In plain words
The quality of a tree must be judged by its fruit. The people of Bhārat are of the finest qualities, great souls, without equal in the world in morality, in spirituality and in Prema. In the view of the people of Bhārat, man does not progress from untruth to Satya. He progresses from Satya to Satya alone. Every jīvātma may be called an eagle. It soars higher and higher, gathers strength step by step, and at last, in the full splendour of its radiance, reaches the orb of the sun.
