So Prthu and the others, all of them eaters, took their own food from the earth, best of the Kurus; and the milk differed as the milker and the calf and the rest differed. Then Prthu, lord of the earth, was pleased, and out of love he made her, who gives whatever is wanted, his daughter, being fond of her as of a daughter. Grinding the peaks of the hills with the tip of his bow, the king of kings, Vena's son, the mighty one, made this circle of the earth level almost everywhere. Then Vena's son, the Bhagavan, who gave his people their living and was a father to them, laid out dwellings on it, here and there, as each place deserved:

villages, towns and cities, forts of many kinds, herdsmen's settlements and cattle stations with their camps, mines, and hamlets both great and small. Before Prthu there was no such laying out of towns and villages here. People lived where they pleased, here and there, with nothing to fear.
