In plain words
The poet, telling of Rāma of Tillai Citrakūṭam: For the sake of Sītā, whose long, dark, lovely eyes are lined with red, he broke the bow of him who rides the raging bull [Śiva]; then he took the fearsome, fine, well-bound bow of the bearer of the axe [Paraśurāma], won the victory, and struck down that foe of spear-bearing kings. That hero, Rāma, in whose great hand is the dread bow that no other can wield, is in Tiruccitrakūṭam in the town of Tillai, with its tall ramparts and lofty towers that foes dread. I have bowed to the two feet of those who worship him.
