In plain words

The poet, telling of Rāma of Tillai Citrakūṭam: He shot fierce arrows at the roaring sea so that it churned, built a causeway and by it reached the far shore; he took the sweet life of the king of Laṅkā [Rāvaṇa], with his rākṣasas of long, blazing spears, gave the kingdom to his younger brother [Vibhīṣaṇa], and dwelt happily with the Lady Śrī [Sītā]. That blessed one reigns as king in Tiruccitrakūṭam in the town of Tillai. Except the kingship of wearing his feet upon my head, I count no other kingship as kingship at all.
