In plain words

On the right waist, over a garment of tiger skin, a serpent is bound as a girdle, and a loincloth shows on a cord of muñci grass. The other side has the hips, with the linked kāñci girdle, the strung pipal-leaf ornament, and the pure fine cloth. So it is with the Lord who dwells at Ēkampam, who owns the bull that shines with might.

Line by line

Over the garment of tiger skin, a serpent girdle bound, of muñci grass on a cord a loincloth shows: the right waist; the other, the hips with the linked kāñci girdle, the strung pipal-leaf ornament, the pure fine cloth; to the Lord who dwells at Ēkampam, who owns the bull shining with might, indeed.
