In plain words

Her glance has not yet come to the stealth that hides the heart. Her words are not yet clear. Her tresses have not gathered into a knot on her head. Her breasts have not budded. Say it: the tender hips of this jewel have not yet filled out at her sides. And so, when beautiful Ēkampaṉ bestows his grace, his heart has not turned toward her.

Line by line

The stealth of her glance has not yet come; her words are not yet clear; at the crown her tresses have not gathered; her breasts have not budded; say: this girl's sides not filled, this jewel's tender hips too; and toward her have not turned, beautiful Ēkampaṉ's thoughts, in his bestowing indeed.
