In plain words

The poet, of the fruit of this decad: Viṭṭucittaṉ, who wears the gleaming sacred thread, has told at length how Nārāyaṇa was born, he who is perfect in every auspicious quality and dwells for ever in Tirukkōṭṭiyūr, ringed by fields full of red paddy; for those who master these songs, which the wise recite always, there is no sin [to bar them from enjoying the Lord].
