In plain words
The second girl answers: To his brother [Bharata], who held himself unfit to wear the garland of kingship, he gave the kingdom in his sandals; at the word of her who had laid her plans [Kaikēyī] he went to the Daṇḍaka forest, and he cut off the ears and nose of Śūrpaṇakhā, her slender waist swaying, so that she shrieked. Sing of him who cut them off, and leap! Sing of the king of Ayōdhyā, and leap!
