In plain words

On her side, bangles and anklets ringing, chiming. On his, a cobra gleaming at his lotus feet where an anklet should be. Gold bands on her arms; snakes coiled on his. Bow to Śivā, and bow to Śiva.

Close to the Sanskrit

To her whose bangles and anklets jingle and tinkle; to him whose anklet is a gleaming hooded serpent at his lotus feet; to her whose armlets are of gold, to him whose armlets are serpents — salutation to Śivā, and salutation to Śiva.
