In plain words
The one whose eye is knowledge sees the Self everywhere — pure being, pure awareness. The one whose eye is ignorance cannot see it at all, the way a blind man cannot see the blazing sun.
Close to the Sanskrit
The all-pervading Self, which is being and consciousness, the one whose eye is knowledge beholds; the one whose eye is ignorance could not see it, as a blind man does not see the blazing sun.
