स एष संवत्सरः प्रजापतिः षोडशकलस्तस्य रात्रय एव पञ्चदश कला ध्रुवैवास्य षोडशी कला स रात्रिभिरेवा चपूर्यतेऽप च क्षीयते सोऽमावास्याँ रात्रि-मेतया षोडश्या कलया सर्वमिदं प्राण-भृदनुप्रविश्य ततः प्रातर्जायते तस्मादे-ताँ रात्रिं प्राणभृतः प्राणं न विच्छि-न्द्यादपि कृकलासस्यैतस्या एव देवतायाअपचित्यै ॥ १४ ॥
In plain words
This very year is Prajapati, the creator, composed of sixteen parts. Fifteen of his parts are the nights that wax and wane, while his sixteenth part remains forever constant. Through the nights he grows full, and through them he wanes. On the night of the new moon, entering thoroughly into every living creature with that constant sixteenth part, he is reborn at dawn. Therefore, on that sacred night, one should never interrupt the breath of any living being—not even that of a chameleon—as an act of devotion to this very deity.

He, on the new-moon night, having thoroughly entered with this sixteenth digit all this breath-bearing creation, thence is born at dawn; therefore this night, one should not cut off the breath of a breath-bearer, even of a chameleon, for the propitiation of this very deity.
