In plain words
The point lands here: this thirty-two-fold wheel is not just a diagram to memorize -- at its center sits Narasiṃha, resting on the Ocean of Milk itself. That is why the text puts this teaching where it does, ahead of the eulogy that follows, rather than after it.
Close to the Sanskrit
...is not [merely] called [the thirty-two-emanation wheel]; rather, [it is] the Narasiṃha-emanation connected with the Ocean of Milk situated at the hub of the Great Wheel. Therefore it is rightly said that the statement of this [Great-Wheel teaching] [comes] before the [Stuti-]Upaniṣad teaching.
